Stephen S. Enada is a counterterrorism and policy analyst, policy thinker, and public intellectual whose work reflects a sophisticated understanding of Nigeria’s geopolitical realities. With over 25 years of experience in international development, civic engagement, and human rights advocacy, he has emerged as one of the most consequential voices in the global conversation on religious freedom, atrocity prevention, and the stabilization of fragile states in West Africa and the wider Sahel region. His analysis has been published in Newsweek, where his op-ed “Where Is the Outrage Over the Jihadist Attacks Against Black Africans?” (January 2024) challenged the world’s silence on jihadist attacks against Black Africans and called on the international community to act on the Nigeria crisis.
Enada is the Founder and CEO of the International Committee on Nigeria and the Sahel (ICONS), an expanded version of International Committee on Nigeria (ICON), which he co-founded and served as Executive President in 2017, committed to advancing religious freedom and helping prevent egregious atrocities in Nigeria. His new role as Founder/CEO of ICONS addresses the same problem in the Sahelian region. Stephen helped start the International Religious Freedom (IRF) Roundtable in Nigeria — the first IRF Roundtable established out of the United States — which gathered over 10,000 petition signatures delivered to the U.S. and U.K. embassies, and led the sustained advocacy campaign that contributed to Nigeria’s redesignation as a Country of Particular Concern (CPC) under the International Religious Freedom Act. ICONS also coordinated a coalition of over 140 NGOs and faith groups to call on the U.S. President for a Special Envoy to Nigeria and the Lake Chad Region.
Policy Work & Legislative Advocacy
Enada has brought issues of human rights and religious freedom before the United States Congress and Senate, advocating for the dignity of victims in Nigeria, the Tai Ji Men community in Taiwan, and minority faith communities in Pakistan. He has testified before and engaged the U.S. House Foreign Affairs Committee’s Subcommittees on Africa and the Western Hemisphere, participating in high-level panels alongside Rep. Chris Smith, Dr. Gregory Stanton (founder of Genocide Watch), former Congressman Frank Wolf, and Tony Perkins. His Newsweek op-ed, “Where Is the Outrage Over the Jihadist Attacks Against Black Africans?” (January 18, 2024), stands as a landmark public statement on the Nigeria crisis, widely cited by policymakers and advocates across the globe.
Field Research & International Experience
Enada’s professional and research experience extends beyond Nigeria into East Africa, where he has contributed to post-conflict stabilization efforts in Uganda and Rwanda. His field research has taken him into hundreds of communities around the world, giving his work both unusual breadth and grounded human insight. He has contributed to governance reform dialogues, faith-based development initiatives, and civic education programs across West Africa, Europe, and Asia.
Stephen authored The Demons of Nigeria, a rigorous examination of the religious extremism, political failures, international neglect, and human cost driving Nigeria’s crisis — both an indictment and a call to action. He also authored Every Christian Is a Politician, a provocative work arguing that private conviction inevitably carries public consequence, challenging conventional assumptions about the separation of church and state.
Enada earned undergraduate degrees from the University of Jos and JETS (Jos Evangelical Theological Seminary) in Nigeria, and pursued graduate studies at Fuller Theological Seminary (Master of Arts in Global Leadership) and Arizona State University (Criminal Justice). This academic formation — bridging the African context, theological tradition, criminal justice, and contemporary policy leadership — mirrors the breadth of his professional vocation.
